Executive Board Meeting
June 1, 2004

A meeting of the Stony Creek Association Executive Board was called to order by President Peter Brainerd at Willoughby Wallace Memorial Library at 7:38 p.m. on Tuesday, June 1, 2004.

Present: Peter Brainerd, President, Marvin Zimmerman, Vice-President, Gregory Ames, Treasurer, Jake Greenvall, Tax Collector, Dan Bullard, Gail Ferris, Sandy Fischer, Bob Babcock, Noel Jackson-replacing Stan Fisher, Doug Denes-replacing David Pugsley, Dottie Leachman, Ron DeFord, Nina Smith, Clerk

Minutes: A motion was made/seconded and unanimously approved to accept the minutes of the May 4, 2004 meeting with the following correction: Election date is July 12, 2004.

Tax Collector: Taxes are all paid. $193.00 was collected in interest.

Legal & Zoning: No new requests.

Police & Traffic: Dan had three issues to discuss with Janice from Public Works.
Sign on BuenaVista Rd.
Sign on Thimble Isls. Rd.
Signs at the dock.
Dan was told that the north end of Thimble Isls. Rd. is too narrow to put a white line for walking space.

Maintenance:
Sidewalk on School St. is finished.
Curbstones along Maderia Park have been raised providing a barrier so cars will be prevented from entering the park.
Blacktop patching completed at the dock and edge of Maderia Park..
Correction---Electric lines not water lines need to be connected-access through Vlock property, town engineer needs to get easement.
Question from last months meeting-Who is responsible for water use monitoring? The answer is that the Town is responsible.
Should we send a letter to Selectman John Opie re: completion of sidewalk on Thimble Isls. Rd. to four corners. Motion was made/seconded and unanimously approved to send letter concerning this issue.
Janice (Public Works) is aware of the damaged drain under the railroad overpass.
Spoke to Alex requesting the elimination of poison ivy along the edge of Bayview Park.
The water bubbler and fountain need to be connected.
Mr. Pooler has not come up with a solution for tops to the garbage receptacles.
Selectman Opie stated that the Town will pay the water meter bill at the Town dock. The Boating Assoc. will probably contribute – also the Commercial people if they want to use it can come up with some financial agreement.
The Pilgrim Fellowship Group from the Church of Christ will be doing the general clean-up as one of their service projects. A motion was made/seconded and unanimously approved to give a $200.00 donation to this youth group.
Bob Babcock will write a letter to the Realtor for the home on Thimble Isls. Rd. to request that the hedge be cut back to six inches from the sidewalk.
An association members asked the Selectman what the Town’s policy was on mosquito control. Selectman Opie stated that the town does put larva-side in the catch basins this time of year.


Administration: Kathy DaRos has been engaged as Moderator for the election, Monday July 12, 2004. The President letter was sent out. The Special Meeting is on Monday, June 14th, 2004. The Annual Report-Special Tax District is due on 7/31/04. A motion was made/seconded to allow up to $200.00 for postage for Bio’s.


Old Business: The Bayview Park toilets project is estimated to be about $200,000. We need to come up with an estimate for the sceptic system, and have the test holes done. Should we be looking into alternative toilets?
Leno Torelli has been hired as Dock Master. He attended the meeting and introduced himself. He discussed Traffic and Parking Violation, and that busses should be cleared from the dock area.

New Business: A letter and pictures were received from a concerned citizen concerning the dumpster and a sign that reads town dock on the North side of the Coffee Shop. A part of the dumpster is protruding into the sidewalk area. It needs to be moved for safety reasons. Dan will speak to the owner of the Coffee Shop about these concerns.
A motion was made /seconded and unanimously approved to send letters to the organization that have boxes blocking the crosswalk in front of the Post Office . Those boxes are a Real Estate and a Advocate Box.
A suggestion was received from a resident to have a fund raiser to raise the curbers around the Memorial Triangle.
A motion was made/seconded and unanimously approved to spend $40.00 on flowers at the Fountain.
East Shore Health is interested in crows that are found dead. They are testing for the West Nile virus.
Should we stop maintenance on the Post Office gardens? The discussion was that it looks nice and should continue.
Should the SCA give a donation to the SCF&D Corp? This is tabled to next meeting.
Should we have Police Cross Walk Sign? We would need the permission from the Police Commissioner.

A motion was made/seconded and unanimously approved to adjourn the meeting at 9:23 P.M.
