A meeting of the Stony Creek Association Executive Board was called to order by President Peter Brainerd at Willoughby Wallace Memorial Library at 7:35 p.m. on Tuesday, November 4, 2003.

Minutes: A motion was made/seconded and unanimously approved to accept the minutes of the October 7, 2003, meeting with the following correction: Legal & Zoning: Request for a variance on 305 Thimble Isls. Rd. One section of the building needs to be rebuilt. No action taken.
Police & Traffic: The town will install the no parking signs, place them close to the telephone poles along with the missing street sign on Linden Point Rd. The compact car signs will be moved at the dock. No parking signs need to be replaced on Buena Vista Rd. The yellow center line needs to be painted on the new black top on the upper part of Thimble Isls. Rd.
Maintenance: The shrubs need to be cut back from the sidewalks in many areas. A list of the areas that need to be addressed on this issue will be compiled. The Association will peruse taking action and send letters informing the owners that this is a problem because the shrubs obstruct the sidewalks. See if we have the legal right to do this.
Need “ No Parking Between Signs “ across from the Stony Creek Market and the Beach. Sandy, Nina and Jake will look into this.
Administration: A bid and insurance certificate was received from the DaRos Co. for snow removal. A motion was made and seconded to accept the bid.

Tax Collector: Collected 95% of taxes after second notices were sent out.
Legal & Zoning: No requests for variances.
Police & Traffic: Public Works-Janice- White lines were blacked out on Indian Point Rd. at handicapped parking spaces, loading area near summer house, and those in front of Betts.
Signs were moved/installed for parking spaces for handicapped and compact cars on Indian Point Rd. and “no parking signs” along side of lower Thimble Islands Road.
Linden Point sign installed.
Landscaping is being completed on the newly paved side-roads.
Hedges at corner of Prospect Hill/TIR were cut back to expose STOP sign.

Madeira Park
Two (2) sets of bench ends dropped off and one aluminum bench was dug up and removed. Hole needs to be filled in.
Stored garbage receptacles from dock picked up end of Oct. per agreement.
All other receptacles emptied on regular pick-up in S.C.
Maintenance:
1. Slanted sign just north of post office driveway still needs to be fixed.
2. No parking between signs installed across from the Stony Creek Market and yellow repainting of curb there is needed.
3. “No Parking Between Signs” installed at beach.
4. assortment of timed parking signs on IPR need to be addressed
5. Suggested when yellow line is painted to add a white line for pedestrians, Sandy will talk to Janice in Public Works about this.
6. Sandy spoke to Penny Bellamy about cutting back grass growing over sidewalks. Penny suggested that we write a letter to all impacted residents about grass and other overgrowth. Sandy read a letter she drafted to homeowners concerning the overgrowth. It was suggested to include in the letter that it is important for snow removal and handicap access. Twelve (12) people will receive these letters, cc: Town of Branford at the bottom of the letter. She also suggested asking permission to cut back vegetation from public works-they said OK.
7. Six (6) people were asked to bid on edging sidewalks: 4 bids were received..
8. A motion was made and seconded to hire Jay Brown to trim TIR and School Street, and send letters to the homeowners. Date to be 11-21-03.
Administration:
A letter was received from the Hotchkiss Grove Association. Would like to know if SCA would like to be included in the survey? No action taken.
Old Business: Sue Ruocco made arrangements for the Christmas tree.
Communication Legal Firm sent special district update to review Charter. A motion was made and seconded for as long as we follow Charter there is no reason to change it.
Ron DeFord will get a copy of the letter from the Pine Orchard Association concerning the town-wide revaluation.
New Business: Lobby for and add funds to budget for:
1. Completion of dock area $70,000. curbstones, summer house- remove lead paint.
2. Bathrooms at Bayview Park
3. Raising granite curbing along Madeira Park
4. Sidewalks repaired on Leetes Island Rd. and School St.
5. New sidewalks installed to complete TIR to 4 corner run
Other Business: Peter will draft a letter thanking Rick Atkinson and Nick Fischer for their hard work and accomplishment on behalf of the Stony Creek residents.
