A meeting of the Stony Creek Association Executive Board was called to order by President Peter Brainerd at the Willoughby Wallace Memorial Library at 7:30pm on Tuesday July 9, 2002.
Present: Peter Brainerd, President; Gregory Ames, Treasurer
Board Members: Sandra Fischer, Nina Smith, Ron DeFord, Marvin Zimmerman, Daniel Bullard, Lucia Blanchard, Joseph Grandel, Michael Infantino.
Absent: Jake Greenvall, Tax Collector, Stan Fisher, Dorothy Leachman

The two new members of the Board were welcomed: Joseph Grandel and Michael Infantino.
Minutes: Two sets of minutes to be approved: June 4, 2002 and June 17, 2002.
• Two typographical errors were noted in the June 4th minutes.
• A motion was made/seconded and unanimously approved to accept the minutes of June 4, 2002 as corrected.
• A second motion was made/seconded and unanimously approved to accept the minutes of June 17, 2002.
Treasurer’s Report:
A copy of the Balance Sheet as of June 30, 2002 and Profit and Loss for June 30, 2002 was distributed, and a copy of the Treasurer’s Report through July 9, 2002 was distributed:

COMMITTEES
Legal and Zoning:
• There was a request for multiple sideline variances for 140 Thimble Islands Rd.
o Owner wants to rebuild same structure
o Committee recommended no action be taken to oppose the request.
Maintenance:
• Letters not yet sent to property owners regarding overhanging vegetation.
• Striping has been blacked out at the SC Bait & Tackle Shop.
• Town will return to black out and re-stripe at the dock.
• Center lines and crosswalks to be re-painted.
• The “Children At Play” sign will be placed at the beginning of Thimble Islands Rd.
• Board discussed high school students who are required to put in community service hours.
o They will be approached re clean-up work in Stony Creek during the summer.
o Board approved the purchase of supplies to be used.
o Recommendation made that a specific location be assigned for storing the supplies.
o Noted that there is money in the budget at this time for supplies.
Police and Traffic:

Administration:
o Secretary will be filing the Tax District Report
o Reminder to new Board members
o Board members may not miss more than 3 meetings in a row, or, miss a total of 4 meetings.
o The Antique Store in Stony Creek (next to the Stony Creek Market) has offered to sell the “old” Stony Creek street signs and will donate the money to the Willoughby Wallace Memorial Library.
o A motion was made and passed to request that the store owner set the price for the signs.
New Business:
A motion was made and passed (with one opposing vote) to set the new Mill Rate at .2 mills
o Discussion regarding the Miscellaneous line item in the Profit and Loss Statement of $6628.34 and what it represents.
o Recommendation made that the Miscellaneous line item be identified in detail.
o Discussion regarding the amount of money in the sidewalk fund ($8900.00) and why that amount is maintained.
o Response: there are still sidewalks to be repaired (ex. School St.) Although the Town of Branford is responsible for those repairs, it is important that the money be available so that the repairs can done in a timely manner.
o Town often has other responsibilities that are more urgent or are pending other work.
? Ex. Granite curbs at Madeira Park cannot be done until the road has been resurfaced, otherwise the work has to be done twice.
o Discussion re property at corner of Bowhay Hill Rd. and Thimble Islands Rd.
o Sight line is obstructed by overgrowth on property
o Board member to discuss problem with property owner re danger to children on bikes and cars pulling out of Bowhay Hill.
? Letter may subsequently be sent.
o Discussion re high grass on property north of the railroad bridge on the left- Board may have students clear that area.
o Discussion re hedge at corner of Prospect Hill and Thimble Islands Rd.- hedge covers the Stop sign and is a traffic hazard.
o Representatives of Stony Creek Rescue Five discussed a serious problem at the new dock area.
o Specifically, on July 5th, there was an injured boater on the Sound and the Fire Department was called for rescue.
? The Fire truck, the ambulance, the rescue vehicles in general were unable to get down to the dock.
? Where the boardwalk ends, there are parking spaces opposite the water side that obstruct the passage of these vehicles.
? This requires an immediate solution, otherwise essential time is lost trying to hand carry the rescue equipment to the dock area.
? Those parking spaces need to be eliminated or this can ultimately become a Town of Branford liability due to the fact that those are legal town parking spaces.
? Stony Creek Fire Department will submit a letter to Police Chief Gill and has asked that the SCA Board support the Department with a letter as well.
? Motion was made and unanimously passed that a letter be written and given to the Fire Department. Dan Bullard to draft letter.
? Discussion concerning a port-a-potty that has been placed in Madeira Park.
• Should there even be a facility like that on Madeira park?
• Is it actually located on the Town right of way?
• Should Stony Creek have more facilities available to its residents who use the beach?
