Executive Board Meeting


September 3, 2002

A meeting of the Stony Creek Association Executive Board was called to order by Vice-President Marvin Zimmerman at the Willoughby Wallace Memorial Library at 7:36 pm on Tuesday September 3, 2002.

Present: Peter Brainerd, President; Marvin Zimmerman, Vice-President; Jake Greenvall, Tax Collector

Board Members: Sandra Fischer, Nina Smith, Ron DeFord, Daniel Bullard, Lucia Blanchard, Michael Infantino. Stan Fisher, Dorothy Leachman, Joseph Grandel

Minutes: The minutes of August 6 , 2002 were approved as mailed.

Treasurer’s Report:

Treasurer’s Report through September 3, 2002 was distributed:

Total expenses: $ 312.01 (Aug bills 315.01 less $3 PO box adjustment)

A motion was made/seconded and unanimously approved to receive the Treasurer's Report and file it for audit.

Police and Traffic:

Next month the committee will report on street sign inventory.
Portable potties have been removed from Indian Point Road
Parking spaces at the dock that have been in dispute-
Still marked “no parking”.
A possible resolution may be to have the fence moved back in that area.

Maintenance:

Board discusses the work done by the student clean-up crew.
A letter will be sent to their school to be included in their records noting their volunteer services.
A letter was sent to the Recreation Dept. regarding the port-a-potties. It was recommended that a letter to sent to the Recycling Office to have garbage picked up daily in the village center area during the summer for next year. Discussion re people needing to work off community service time being used for the clean-up work in the future. Chief Gill will be contacted. The three property owners at 458 Leetes Island Rd. 7 Flying Point Rd. and 259 Thimble Islands Rd. were all approached re the overgrowth on their properties. The properties were cut back but not enough to alleviate the problem.
Daniel Bullard will re-evaluate the properties and if they remain a safety problem, the matter will be turned over to the Police Dept.
Some people felt the property at the bottom of Bowhay Hill is still a problem, particularly for pedestrians passing that area when cars are coming. There is still a problem with the overgrown grass on the railroad property from the bridge up to School St. Trash cans at the beach and dock area are attracting hornets and yellow jackets- the question was asked if is there an alternative to having the trash cans there (particularly for people who are allergic to those stinging insects. A daily pickup should resolve the problem.
The new street signs were installed. $495 was donated to the W.W.M. Library from the sale of the old Stony Creek street signs at Stony Creek Antiques. Snow removal- letters to be sent out for bid and ads to be placed in newspapers. The Public Works Dept. is to be contacted again regarding the sidewalk repairs. Areas to be done: Puppet House to middle of School St.
The sidewalk work on Leetes Island Road is tied to the blacktop work to be done at the Dock.

Administration:

Ads were placed for the Tag Sale
Holding Stony Creek elections at the W.W.M. Library have been confirmed.
Susan Torre will be the new secretary for the Association, starting in October.

The sign for the Stony Creek Tag sale was mysteriously “removed” shortly after it was put up.
A new sign was made and put in it’s place
A note of thanks to Ron McDermott who has been taking the sign down every night and putting it back up every morning.

Old Business:

There was some discussion regarding the Local Historic District (LHD) issue.
There has been no specific decision/resolution and it is still in consideration.

New Business:

Question raised as to when the catch basins will be cleaned.
It has been 4-5 years since the last cleaning.
Some have been done this year.
Recommendation made that the Town be called to have them all cleaned.
Question raised as to whether or not any other paving work is planned at the Dock. A power line relocation would have to be done first.
An application has been made for a new pier/dock on the south side of Linden Point Road. It is planned to jut out approximately 129 feet.
Question raised as to the necessity/requirement for that extensive a pier.
Discussion related to the land contour prior to the ’38 hurricane and its impact on the application.
The State allows up to 75 feet out- question is from where do you begin the count based on the change in land contour.
Would this plan alter that area of the shoreline? What would be the impact on existing moorings. Would that water area become impassable? Would it affect the existing circulation pattern of the water. Stakes have been set. Further action will be tabled until the Board views the site. Other property owners in that area have expressed their concern and it was suggested they contact both the Army Corps of Engineers and the DEP. These property owners will have the greatest impact with the governing agencies.
A motion was made/seconded and unanimously approved to have Peter Brainerd write a letter from the Board requesting an extension on the comment period for this project.
A motion was made and unanimously approved to adjourn the meeting at 9:05pm.
