A meeting of the Stony Creek Association Executive Board was called to order by President Peter Brainerd at the Willoughby Wallace Memorial Library at 7:41pm on Tuesday July 10, 2001.

Minutes: A motion was made/seconded and unanimously approved to accept the minutes of June 5, 2001 as mailed. A second motion was made/seconded and unanimously approved to accept the minutes of June 18, 2001 as mailed.
Treasurer’s Report: A copy of the Balance Sheet as of June 30, 2001 and Profit and Loss for June 30, 2001 was distributed.

A motion was made/seconded and unanimously approved to receive the Treasurer’s Report and file it for audit.

Tax Collector:
All taxes paid.
A motion was made/seconded and unanimously approved that the Box rental fee
of up to $50 be paid when presented.
A motion was made/seconded and unanimously approved to transfer $1400 from
the past year’s General Fund balance to the (Restricted) Sidewalk Fund.
BUDGET:
Discussion regarding the new mill rate and the future projects
for the Association to consider: the dock project and illuminating
the flagpole.
Noted that the Association had received $2000 from the Town of Branford for
the cost of the new street signs.
New Mill Rate: A motion was made/seconded and unanimously approved to reduce
the mill rate to .175 (previous mill rate was .2).
A motion was made/seconded and unanimously approved to increase the budget
line for contingency by $3000 for a total of $6000.
A motion was made/seconded and unanimously approved to amend the previous motion
and create a street sign budget allotment of $2500 and to increase the budget
line for contingency by $500 for a total of $3500.

Legal and Zoning:

Police and Traffic:
Discussion regarding the new signs posted by the Town of Branford
at Madeira Park without any notice to the SCA Board. The committee
will determine if there is any deed restriction violation involved
based on the document that willed the property to the Town. Also,
should an alternative launching area be provided for kayakers (boats
already have a launching area).
Handicapped parking signs have been moved
Post Office 15 minute parking sign needs to be moved
Cars parked at the end of Thimble Islands Road at the corner of Prospect Hill
Road are creating a traffic hazard – recommendation to be considered
for painting that curb yellow for 20 feet up from the corner.
Excessive speed of cars driving down Squaw Brook Lane onto Holly Lane- children
on bikes and cars traveling on Holly Lane to Squaw Brook have limited visibility
of the traffic- committee will review.
Excessive speed of cars on Thimble Islands Road in general in Stony Creek,
exceeding the 25mph speed limit. Board will request radar surveillance.
General discussion of summer problems within the Stony Creek area (noise, large
groups of young people congregating in areas).
Maintenance:
The backstop at Bayview Park has been painted.
No new updates on the sidewalks
The drainage problems being addressed at Linden Point, Long Point, Buena Vista
and Three Elms.
Maintenance of the dock area is much improved and the trash cans have been
ordered but both the beach area and the dock need more attention. A motion
was made/seconded and unanimously approved that a total of up to $400 be approved
for 2 hours of clean up work per week for the remainder of the summer.
The strip of property at 200 Thimble Islands Road has been reseeded.
No update on the benches
Asphalt sidewalk at 146 Thimble Islands Road needs to be fixed.
The lock on the electric box at Bayview Park was vandalized and a special padlock
needs to be purchased to prevent future problems. Peter Brainerd was authorized
to purchase and install the new lock.
Administration:
All new and current members of the SCA Board were reminded that
3 consecutive absences from Board meetings or a total of 4 absences
will require the removal of a Board member.
A motion was made/seconded and unanimously approved that the approved signatures
for the SCA accounts at Superior Saving Bank be changed to Jake Greenvall and
Gregory Ames.
A motion was made/seconded and unanimously approved that the approved signatures
for the SCA Certificate of Deposit at Citizens Bank be changed to Jake Greenvall
and Gregory Ames.
A motion was made/seconded and unanimously approved that Nina Smith be the
official Secretary of the Executive Board of the Stony Creek Association.
Old Business:
No update on the Ramshaw Memorial plaque– work will be done by Andy DaRos.
New Business: No new business
At 9:22pm a motion was made/seconded and unanimously approved to adjourn the meeting.
