Minutes of the Stony Creek Association
Executive Board Meeting


August 7, 2001

A meeting of the Stony Creek Association Executive Board was called to order by President Peter Brainerd at the Willoughby Wallace Memorial Library at 7:38pm on Tuesday August 7, 2001.

Present: Peter Brainerd, President; Marvin Zimmerman, Vice-President

Board Members: Stan Fisher, Dorothy Leachman, John Opie, Nina Smith, Ron DeFord,

Daniel Bullard, Lucia Blanchard

Public: 4

Absent: Jake Greenvall, Sandra Fischer, Gregory Ames, Jonathan Waters

Minutes: A motion was made/seconded and unanimously approved to accept the minutes of July 10, 2001 as corrected. Corrections are as follows:

Treasurer’s report reflected the annual figures for the Association, not specifically for June 30, 2001 as indicated in the minutes. The Balance Sheet and the Profit and Loss Statements were audited and presented.

Treasurer’s Report: A copy of the Treasurer’s report was distributed

Total Cash: $26449.67

Total income June $4006.70

Total expenses June $4033.90

A motion was made/seconded and unanimously approved to file the Treasurer’s report for audit.

The Board made a recommendation to the Treasurer that the Association Certificate of Deposit be renewed for a seven month period vs a six month period is there is a better renewal rate. Note: A transfer in the CD Account was made from the General fund to the Sidewalk Fund as approved at the July meeting.

Bills: A motion was made/seconded and unanimously approved to pay the following bills:

Nina Smith (stamps for bio mailing) 153.00

CL&P (lighting Bayview) 28.91

Gail Ferris (town/street weeding) 160.00

Tax Collector: No Report

Legal and Zoning:

Discussion related to a dock permit and plan presented by Jerry Shaw. The issues were the length and overall size of both the fixed and floating dock. The following items were reviewed:
Tide levels at that location
Other docks in the general area
DEP recommendations for that area
Why haven’t other dock permits come to the Board’s attention -M. Zimmerman will determine from the DEP what the appropriate procedures should be.
J. Shaw will place a stake to indicate the furthest location of the dock and its height.
A motion was made/seconded and unanimously approved to table further discussion to the next meeting.

Police and Traffic:

The radar surveillance requested by the Board was provided re the 25 mph speed limit.
Police have been monitoring and handling the problem of large groups congregating in Stony Creek.
Contact was made to move the 15-minute parking sign at the Post Office.
The request was made to have the curb area painted yellow at the end of Thimble Islands Rd. at the corner of Prospect Hill – it was done.
Comment from the public about the 2-hour parking requirement at the dock is not being enforced.
Calls were made to the police but no action was taken.
Also noted that tour buses are again going down to the dock and parking instead of turning around at the Memorial Triangle. Discussion related to the signs at Madeira Park. Do the sign mean that commercial operators are allowed to use that area? Discussion about an alternative launch area as a solution using the Trolley Bridge area. It was noted that the town of Branford may already be planning work in that area and the Association could have this work incorporated into that. The J. Opie and P. Brainerd will collaborate on a letter to the town of Branford.
A motion was made/seconded and unanimously approved to circulate a petition that the Stony Creek Association endorses an alternative location at the Trolley Bridge to launch small non-powered boats such as kayaks and canoes. D. Leachman will distribute the petitions.

Maintenance:

The cleaning work at the dock has been started and is going well.
The vandalized fountain at Bayview Park has been repaired.
New garbage receptacles have been placed at the beach, the beach has been cleaned – it was noted that seaweed has piled up on the beach and not removed. The Town will have to bring trucks to pick them up.
Lifeguard shortage was noted.
A new lock was put on the electric box at Bayview Park. Empire Paving will be sending a quote on the paving work for Leetes Island Rd. The Kurt Ramshaw memorial stone placement still to be done. The grass seed work was done at 200 Thimble Islands Rd. Motion was made/seconded and unanimously approved to reimburse Stan Fischer $50 for the payment for this work. Discussion on the mess at Madeira Park because of the Canada geese in that area – it has been confirmed that it is legal to disturb/harass the geese so that they will leave the area.
Administration:

The Stony Creek Association was invited to join the Connecticut Conference of Municipalities as an Associate member – Town of Branford is already a member and the Association can obtain possible benefits through the Town’s membership.
The Annual Report of Special Tax Districts was filed.

Old Business: none

New Business: Association was asked to consider placing a bike rack at the Town Dock once the work it completed in that area – to be considered.

At 9:05pm a motion was made/seconded and unanimously approved to adjourn the meeting.
